Importation of Burmese Ruby and Jade into the USA Effective immediately all shipments destined to the United States for which the subject goods contain either Rubies or jade whether or not loose stones or finished goods MUST have the origin of the rough stones on the commercial invoice and the origin of where the rough stones were polished. The Bureau of Customs and Border Protection has implemented TODAY, September 29, 2008 the following changes to the Harmonized Tariff Schedule which will require the suppliers to provide for detailed commodity invoice descriptions for any and all items containing jade and/or ruby. The 30 day grace period for enforcement of seizure is claimed to still be in effect however the procedures are being set in motion of how the Govt will identify shipments containing such commodities. There is no formal announcement of the grace period thus I would urge our clients NOT to ship any such commodities mentioned which have been mined in Burma. The details of the certification requirements for mining have not been sorted out as of yet however, we need to have this information on the commercial invoices effective immediately due to the new changes in the tariff. Now that these items have a dedicated harmonized code we can expect to have an increase in intensive examinations performed by Customs.
